Methodology: compare the source conversation, handoff record, receiving action, later correction, and owner decision. Code each required field as present, absent, outdated, or contradicted. A second reviewer should resolve a sample of ambiguous codes while preserving the original disagreement.
GAO and NIST inform reliable information and response design; ILO research supplies broader context for digitally mediated home-based work. None of these sources proves that geography explains a gap, validates customer satisfaction, or sets a universal service standard.
Inference limits and limitations: undocumented calls, privacy redactions, changing customer facts, and reviewer hindsight may make a complete handoff appear incomplete. The study cannot establish legal meaning, causation, or individual competence. Keep sensitive conclusions with authorized owners and disclose exclusions.
