This note studies whether an explicit customer promise can be traced to a verified basis, due time, accountable owner, and final outcome. Limit the review to one channel and one promise class. Exclude general expressions of intent unless the team defines them as commitments before sampling.

Retain the customer record, wording, source fact available at the time, authority rule, promised date, dependency, follow-up, and closure evidence. Review promises that were met, revised, escalated, and missed. A raw success rate without the eligibility rule will not support a fair comparison.

GAO and NIST provide principles for information, responsibility, and response; the ILO offers broader context for digitally mediated home-based work. They do not endorse a service level, validate customer satisfaction, or prove that location explains an observed pattern.

Limitations include commitments made in unrecorded calls, ambiguous language, customer-side changes, and dependencies outside the support team’s control. The study cannot establish legal meaning or individual performance. Sensitive promises and policy exceptions remain with authorized owners.
