Use a small set of representative cases instead of treating onboarding as a meeting followed by access. Include an ordinary case, an incomplete case, and an exception.
Remove unnecessary personal information. Define complete, urgent, resolved, and ready for approval. Score observable work such as finding the record and preserving the next decision.

Set a decision date with outcomes to continue, narrow, train, or stop. Keep the notes for later comparison.
