The question is whether completed work relied on the source version approved for that date. Select one recurring lane where a policy page, spreadsheet, template, or system field can change. Define the authoritative source and effective-time rule before examining outcomes.
Capture item time, source location, version or retrieval marker, instruction reference, observed output, and any later correction. Separate unavailable evidence from confirmed use of an old source. A missing version history is itself a control gap, not proof that a contributor used stale guidance.
NIST and CISA inform governance and access practices, and the World Bank discusses the importance of fit-for-purpose data. None of these references measures this site’s teams or establishes a universal change-control method. Local owners must determine source authority, access, retention, and consequence.
The method is limited by overwritten files, cached views, informal instructions, and records without trustworthy timestamps. It cannot attribute intent or show downstream impact without additional evidence. Pilot a visible change notice and compare a later, equivalent sample.
