Test the task before adding it
Before expanding outsourced labor, compare the proposed task with the current SOP, source quality, data exposure, consequence of error, approval line, and manager review time.
Ask what evidence proves completion and what happens when the normal example does not apply.
Look for hidden owner work
A task may appear routine while requiring frequent policy choices, private context, or customer commitments. Count those escalations as part of the design, not as worker failure.
If review capacity is lower than exception volume, narrow the lane or redesign the input.
Record the scope decision
Document the accepted boundary, excluded cases, access change, sample plan, and owner who can reverse the expansion.
Reaudit after the source system, policy, or consequence changes.
